# Mulembe Nation – Source Hierarchy & Credibility Tiers

We build our context graph from many sources. This page explains how we rank their credibility.

## Tier 1 – Primary Official Records (Highest Credibility)
- **Examples:** Kenya Gazette, court rulings, parliamentary hansard, IEBC election results, KNBS census publications, Controller of Budget quarterly reports, Auditor‑General reports.
- **Treatment:** Direct ingestion with minimal editorial review. Used for core entity attributes and metrics.

## Tier 2 – Published Journalism & Academic Research
- **Examples:** Nation Media Group, Standard Media, The East African, peer‑reviewed papers indexed by Scopus/Web of Science, Afrobarometer.
- **Treatment:** Fact‑checked if the claim is disputed. Attribution always provided.

## Tier 3 – Public Promotional Materials
- **Examples:** Official press releases, public Facebook/Twitter posts of elected officials, candidate manifestos, NGO reports, event flyers.
- **Treatment:** Labeled as "promotional" in metadata. Used for sentiment analysis but not for core metrics unless corroborated by Tier 1 or 2.

## Tier 4 – Community Submissions with Verification
- **Examples:** Public WhatsApp flyers, oral histories submitted through our observation form, community‑submitted documents.
- **Treatment:** Always goes through `wp_mn_verification_queue`. At least two unrelated sources must agree before promotion to the graph.

## Data Retention & Corrections
- We retain source metadata for all ingested items. If a source is retracted or found false, we will add a `disputed` flag and a correction notice.

## Additional Primary Data Sources (Kenya Fiscal)

- **County Allocation of Revenue Bill (annual)** — unconditional equitable share allocations per county. Used for budget stability and per-capita funding metrics.
- **Monthly Transfer Reports** (National Treasury) — real-time fiscal delinquency signals.
- **Fourth Basis for Revenue Sharing (2025–2030)** — formula parameters (population, poverty, income distance, geographic size).
- **KNBS Kenya Poverty Report 2022** — poverty headcount data.
- **Gross County Product Report** — income distance calculation.
